Mārtiņš Daugulis

Mārtiņš Daugulis is lecturer in Riga Stradiņš University (RSU), Faculty of European Studies, as well as Director of study programmes “Politics and political communication” and “Politics and public management” and an associate researcher in the Latvian Institute of International Affairs. Prior to working for RSU, M.Daugulis has been advisor of Krišjānis Kariņš, Member of European Parliament, as well as worked in the Ministry of Economics of the European Union Liaison department. Currently, in addition to academic activity, M.Daugulis also operates in LNT News Service as a morning news broadcast 900″ moderator.

Juris Stinka

State Secretary of the Ministry of Economics of Latvia

Since May 2016 Juris Stinka is the State secretary of the Ministry of Economics of Latvia. He started as a Customs Expert at the State Revenue Service of Latvia in 2001, where two years later he became the Head of Unit. In 2004 he took up the position of Customs Attaché at the Permanent Representation of Latvia to the EU, where he worked for three years. From 2007 to 2010 Juris Stinka worked as Deputy Director of Tax Policy Department at the Ministry of Finance of Latvia. In 2010 he became Director of Tax Administration Department but already after six months he assumed the post of Deputy State secretary at the Ministry of Finance of Latvia, which he hold for two years. From 2012 to 2016 he held the position of a Corporate Affairs Manager at Philip Morris Latvia Ltd. and contributed actively to the work of national business associations, including Latvian Chamber of Commerce and Industry as well as Latvian Employers’ Confederation. Juris Stinka is one of founders of NGO BASE (Business Against Shadow Economy), which provides research and develops proposals to reduce tax evasion and unfair competition in the country.

Juris Stinka has a Lawyer’s diploma from the University of Latvia and an executive MBA degree from the Stockholm School of Economics (Latvia). He has also studied customs and tax administration in French Customs School (France) and Comparative Tax Policy and Administration at the Harvard Kennedy School (USA).

Professor, Dr.habil.sc.ing. Leonids Ribickis

12th Rector of the Riga Technical University, excellent scientists and inventor

Before taking office on February 2, 2011, he served as Vice Rector for Science and Research at Riga Technical University. In this time he made several innovations. He has achieved an increase of 10 times in the number of RTU scientific personal by introducing the tradition of organizing annual scientific conference.

He presented his work at 69 international conferences in 25 countries.L.Ribickis has more than 320 scientific publications including 15 scientific monographs and 18 textbooks. He has64 patents, including 2 in US. At the end of 2006 “Latvenergo” and Latvian Academia of Science awarded him with the most significant Latvian prize in the field of power engineering.

The scientific work of L Ribickis has been connected with power electronics, electric drives, electric machines, process control systems and transport and automation of electric technologies.He has lectured at Norwegian University of Science in Trondheim at Polytechnico di Torino, Italy, at Tokyo Denki Technical University and at Tallinn Technological University, Estonia.

Peteris Drukis

Director of the Construction State Control Bureau of Latvia

Pēteris Druķis is a holder of a Master’s degree in quality assurance, occupational safety and public service. A qualified mechanical engineer and a holder of a Bachelor’s degree in Law.

Since 1994 Pēteris Druķis has been dealing with quality assurance issues by developing expert and auditing services in different industries including construction industry, machinery and engineering, energy and power industry, gas industry. He has been the manager of a number of companies, such as JSC Agency of Hazardous Product Assessment (IBNA), “Inspecta Prevention” Ltd., JSC “Inspecta Latvia”, as well “The Association of Technical Experts”.

Since 2014 he has been involved in development of sustainable environment in Latvia by becoming a mmber of the Latvian Sustainable Building Council.

Actively engaged in standardization and technical regulatory issues in the field of occupational health and safety, environmental protection and technogenic safety.

Since the beginning of 2015 Pēteris Druķis is Director of the State Construction Control Bureau of Latvia.

Laurent Peinaud

President of Consortium for European Building Control

Laurent Peinaud has been involved in risk management in construction sector for 30 years. He started career as a civil engineer at SOCOTEC Company (first rank in France specialized in risk management and building control) and has passed degree on safety in case of fire. In the company, he has been in charge successively of business units, head of the technical experts, and use to teach “strength of material” and “how to manage uncertainty” in a civil engineering school. Now Laurent Peinaud is managing the management system of SOCOTEC Group.

He has been elected in June 2014 president of COPREC Construction (French non-profit organization of building control companies) and therefor is involved in different committee such as “The High Council of construction and energy performance (January 2015)”, “approval committee of the French technical building control (June 2011)”, “steering group for French government projects relating to asbestos, BIM and the improvement of the quality and the simplification of standards”.

Laurent Peinaud has been elected in October 2015, president of CEBC (Consortium for European Building Control) and more recently president of the French “Agency for Quality in Construction sector (AQC)”, a non-profit organization to monitor the defects on buildings and promote improvements for the different stakeholders.

Baiba Fromane

Head of Partnership of Latvian Construction Entrepreneurs

Partnership unites largest Latvian construction entrepreneurs with a goal to promote sustainable development in the construction industry based on safety, quality and sustainability.
Baiba Fromane has graduated Faculty of Law in the University of Latvia with a Master’s degree in law. Previously she was Head of the Latvian Non-bank Credit Lending Association and has been Chairman of the Board of “Office Center Ezerparks” Ltd. As well, Baiba Fromane has experience in public administration, working as the Head of the Minister’s of Justice Bureau, Consultant of the Member in European Parliament, Head of Office of the Chairman of the Riga City Council and Councilor of the Minister of Finance.

Lina Staškevičienė

Deputy Head of State Supervision of Construction Department

Civil engineer, in 2006 graduated Vilnius Gediminas Technical University, participated in research projects, deepened knowledge in sustainable development, “green” architecture, urban planning, and buildings renovation. Since 2008 Lina Staškevičienė works in State Territorial Planning and Construction Inspectorate under the Ministry of Environment, here she is responsible for state supervision of constructions coordination, analysis of inspections, legislative monitoring.

Economist and management expert, in 2002 graduated Institute of Transport and Maritime Management Antwerp with honors and holds a master’s degree in transport management, has gained experience in state and local government work. From 2007 he has led Department of European Union Structural Funds in the Ministry of Economics. In 2016 he was appointed as Deputy State Secretary and Director of Construction and Housing Policy Department.

Rainer Mikulits

Managing Director of the Austrian Institute for Construction Engineering (OIB)

He is the author of numerous articles about construction and construction products regulations in European Union, as well as the Editor of the magazine “OIB aktuell” and Advisory Board Member of the Newsletter “Construction Regulations”. Rainer Mikulits is a member in such international building code bodies as “Consortium of European Building Control” (CEBC) and “Inter-Jurisdictional Regulatory Collaboration Committee” (IRCC).

Martin Russell-Croucher 

Secretary General of the Consortium of European Building Control

Martin Russell-Croucher qualified as a Surveyor in 1981 and worked for seventeen years for the UK government mainly on defence projects before spending seven years lecturing on the built environment. He joined Royal Institution of Chartered Surveyors in 1998, where he held various technical directorships. He also worked as a consultant to the European Commission on the future of the building industry and for the UK government on projects in Bangladesh, Cambodia and Tajikistan. Martin Russell-Croucher became the Secretary General of the Consortium of European Building Control (CEBC) in September 2015.

Paul Everall

Vice President of the Consortium of European Building Control

Paul Everall CBE has been Chief Executive of LABC, the body which represents all of the local authorities in England and Wales which have building control responsibilities, since it was formed in 2005. Prior to that he was a senior civil servant in the UK Government for 25 years, much of that time working on construction issues as Head of the Building Regulations Division.
Currently Paul Everall is Vice President of the Consortium of European Building Control.

Emilio Miguel Mitre 

Director of International Affairs of Green Building Council Espańa

Emilio Miguel Mitre is architect specialized in Building Construction (University of Valladolid, 1982), Master of Environmental Planning specialized in Bioclimatic Architecture, (Arizona State University, 1985).
Since 1985 his professional activity is focussed on Bioclimatic Architecture. He has been Technical Director of DTM (Desarrollos Técnicos de la Madera), a company for the design and execution of low energy, industrialized wood structure buildings, 1986-1989, national specialist in mud construction with demonstration works in Navapalos (Soria), 1990-1994. He is one of the founders of ALIA (2001), Arquitectura, Energķa y Medio Ambiente s.l. which concentrates on the energy and environmental aspects of buildings and urban developments, with works spanning from consultancies to other architects and engineers to private and public enterprises. Participation at different roles, as design leader and project coordinator, in numerous European Union building energy efficiency research and demonstration projects.
Since 2008 Emilio Miguel Mitre is Director of International Affairs of Green Building Council Espańa (GBCe).

Leif Granholm

Senior Vice President of Trimble Solutions Oy and BIM Ambassador

He has been involved with the development of BIM and GeoSpatial related software since 1979, when he joined Tekla as Programmer, then IT Manager, Sales Representative, Senior Consultant, Technology Director and Director for both Public Infra and Energy/Utilities Business Areas. He has also worked as Managing Director for the Swedish Subsidiary and been responsible for Tekla’s construction industry business in the Nordic and the Baltic countries.

Currently Leif Granholm is Trimle’s Best Practice Lead for partnerships with standards organizations and represents Trimble in building SMART, OGC, ISO, CEN and others. He’s task is to promote and advocate application of open standards both within Trimble and in the general market and to participate in developing open standards.

Janis Prodnieks

Managing director of SIA “InfoEra Latvia”

Janis Prodnieks is managing director of SIA “InfoEra Latvia” since establishment in 2010. Previous professional experience is related to civil design and CAD/BIM management services. Has IT administrator education.

Special area of interest is optimization of design processes. Janis Prodnieks has developed AutoCAD templates for several design companies, created AutoCAD resource files of High Detail Topographical Information (ADTI) according requirements of State Revenue Service, programmed custom made components for BIM software, taught AutoCAD to wide range of audience – architecture students of “RISEBA” University, beginners course and various advanced level courses.

Mārtiņš Tols

Chairman of the Board of SJSC “State Real Estate”

SJSC “State Real Estate” (SRE) is the largest real estate portfolio holder in Latvia, which professionally is managing and developing state real estate properties.

Professional management and company’s corporate management skills M.Toll has improved in State Revenue Service where he gained valuable experience working for 10 years in the main customs administration, in the last of those in managing director position.

Working in “Deloitte Latvia”, the accumulated knowledge in customs, legal and tax issues allowed him to provide professional advice to the largest Latvian companies and representation in courts regarding administrative procedures. M.Tols has participated in Assistance Mission to Moldova and Ukraine as an expert of customs and management, providing assistance in strategic, operational planning and development of the EU border inspection post glazing. M.Tols has received lawyer qualification in University of Latvia. In addition, he continues to improve his knowledge both in courses in Latvia and at international level.
